FIRE OFFICER’S
MEETING MINUTES
1/25/05
Mike Hayek gave a presentation on EMS
– CQI. Mike out lined that FTO Dan
Hagstrom will be working on all EMS equipment; FTO Jim
Emerson will be handling training issues and Mike will be working on CQI issues;
Mike provided flow charts that helped provide clarity of the program under the
chain of command.
Dave Baker gave a
presentation on the new ICC District Intranet website. This will be useful for daily operations and
increasing District communications.
Jerry Watkins gave
the latest on new training issues occurring:
- S-339
class available
- RS-1
Supplemental training will be coming on shift the next few months with PowerPoint
and student manuals; please read the student manual before the anticipated
class; this is not RS-1 certification.
- Rings
of Fire Training – Tire Safety Training
- RIC -
SOP Draft Language going to Training Officers for final approval on
February 10th; please provide input. Only Erwin & Coffman
gave input so far.
- Freeway
Emergency - SOP Draft Language going to Training Officers for final
approval on February 10th; please provide input.
John Stockton gave
information on operations:
- Two
new mobile radios on ME 61 and 62
- New
mobile radio in the annex
- Portables
changed and updated thanks to Dan Hagstrom
including backlight display, talk around, three groups including marine
band 16 and 22A, and all federal freqs have been narrow banded
- Looking
for map book and daily apparatus check form updated – Fairchild
- Will
have status board available middle of next month
- Getting
bids on station #1 roof
- Working
on engineers test including hose procedures manual update, library, and
tower practical evaluation validation. Work outlined due February 21st:
- Engine
operations OES 282 – Engineers Masiel & Husted
- Engine
operations 362 – Captain Burquez & Engineer Pantoja
- Julie
will receive work 2/21/05 and finalize it by 2/28/05
- BC Stockton
requested we review Company Officer Training Manual – Unit 2 “Emergency
Operations Section” as a starting place for understanding and updating
emergency operations
- BC Stockton
reviewed MTO – Wildland Fire Preplan
- Firefighter
Baker is working on this issue currently
Scott Coffman gave
information on prevention:
- Mitigation
Fee with the County Counsel’s
Office for review before Board of Supervisor’s approval
- Prefire
Plans – asked for feedback; Captain Burquez asked to have the first engine
company at the prefire plan facility do the preplan paperwork. Then other engine companies can preplan
the building without impacting the staff of the facility by asking the
same questions. This was approved.
- Officers
to coordinate with each other, the return paperwork with prefire plan
& engine company personnel to BC Stockton
- Make
sure to walk the facility and chalkboard tactics
- July
engine companies will be given individual preplans not target hazards and
will be turning in the paperwork
- Working
on three grants:
- Office
of Traffic Safety – for extrication equipment
- Fire
Alliance – Fuels reduction
- FEMA
– SCBAs, RIC, communications, hose
- Fire
Standards updated this coming year including sprinkler, roads, & water
Captain Burquez asked that any GSA requests should be
made in writing
He and BC Stockton will be looking at engine identifiers for
our helmets following the La Conchita Incident.
BC Stockton will be getting
costs for cell phone contract under GSA from Captain Burquez.
Captain Brooks gave out an updated Water Rescue SOP
and asked for input. He has also been
approved and purchased water rescue equipment.
Training will be coming in February and March.
Captain Walters stated that it was important that we
have personnel available to help daily with the fire academy for the continuity
of training of our personnel.
